C, I usually don’t take dried birds. But sometimes I haven’t a choice. I’ll take water in a insulin needle, and start injecting all over the head and neck. It will loosen enough in a few minutes. Then skin carefully and slowly! It may take 3 times longer to work the skin off. If it’s still stiff, wrap a thin towel around the head for feather protection. Then use pliers to crush the back of the jaws and skull. This will make it smaller and easier to remove the skin. Once the head is off, the neck shouldn’t be a problem.
