It really depends on how bad it is. Is it confined to the ears, nose, eyes etc? Or is it so bad that it will be difficult to skin out, like the top of the head and around the antler burrs?
If you can get the cape off you should be able to rehydrate it….or you may need to inject water into the area to get the cape off, then rehydrate.

I have had a couple really bad freezer burned critters and injected the ears with stop rot. It was a slow process but it worked. Stop rot had a product called “Hard skin tonic” (or something to that effect) but I have not been able to find it for a couple years now.
Does anyone know where to get this product these days? Research had it at one time but they have discontinued carrying it and for all I know, it may have been discontinued completely.

I’ve had pretty good success with Windex. You can inject it where needed. I’ve soaked ears in it, etc. Had an owl to mount for the Forest Service. It had been in a freezer for 10 years!!! Entirely freezer burned. I ended up filling a plastic container with Windex and let it soak in that over night. I was finally able to skin it.
Sometimes, if you wash/tumble the hide, the hard spots will work out as well.
